Meta's USD list rates, effective October 1, 2026. Meta bills your WhatsApp Business account directly. Messages in free entry point windows aren't included. Your Risolva plan is separate, and the AI's replies are included in it, so this is the whole cost of sending them.

How Meta charges for WhatsApp messages

On the WhatsApp Business Platform, the API that tools like Risolva connect to, Meta charges for each message it delivers. Messages your customers send you are free, and a message that fails to deliver isn't charged.

Two things set the price: the message type (service, utility, marketing or authentication) and the country calling code of the recipient's WhatsApp number. Where your business is based doesn't change the rate, apart from the authentication-international rate covered below.

Meta bills these charges to your WhatsApp Business account, in the currency it was set up with, separately from anything you pay a software provider. Meta can change rates on the first day of each quarter (January 1, April 1, July 1 and October 1) and announces rate changes at least a month ahead.

The four message types, and when each is charged

Rates shown are for the US and Canada; the calculator above has every country.

Service messages

$0.0034 in the US

Free-form replies you send while the 24-hour customer service window is open, whether a teammate writes them or an AI agent such as Risolva does. The window opens, and resets, each time the customer messages you.

The first 1,000 each month are free on every business phone number. After that, each one costs the market's service rate, with no volume discount.

Utility templates

$0.0034 in the US

Pre-approved templates tied to something the customer did or asked for: order and shipping updates, booking confirmations, payment reminders and account alerts.

Charged every time one is delivered, including inside the 24-hour window since October 1, 2026. Rates drop at higher monthly volume.

Marketing templates

$0.025 in the US

Anything promotional: offers, new arrivals, re-engagement messages and most broadcasts. Meta reviews each template and moves promotions submitted as utility into marketing.

Charged for every delivered message outside a free entry point window, at the highest rate on the card, with no volume discount.

Authentication templates

$0.0034 in the US

One-time passcodes for sign-in, account recovery and verification, sent from templates built for that purpose.

Same list rate as utility in each market, with their own volume tiers. In 18 markets some businesses pay a higher authentication-international rate.

Since July 1, 2026 there's also a fifth type, Meta Business Agent, for replies written by Meta's own AI agent. It's priced by tokens at $2.00 per million, which Meta estimates at about 4 to 5 cents a message. Replies from a third-party AI, like Risolva's, are ordinary service messages.

What changed on October 1, 2026

  1. Service messages are charged again. They had been free since November 2024. Each business phone number now gets 1,000 free service messages a month, which don't roll over, and Meta charges from the next one.
  2. Utility templates inside the 24-hour window are charged. They had been free inside the window since July 2025. They now cost the market's utility rate wherever they're sent.
  3. A payment method is required. Meta said it would stop delivering service messages for accounts with no payment method on file once these charges began.
  4. Nine markets got their own rates. Bangladesh, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman, Sri Lanka and Ukraine moved out of regional pricing, each with a new authentication-international rate.
  5. Some rates went up. Marketing rose in Kuwait, Mexico, Morocco, Saudi Arabia, the United Arab Emirates, Rest of Asia Pacific and Rest of Middle East, and utility and authentication rose in Pakistan, Peru and South Africa.

When WhatsApp messages are free

  • Messages from your customers. Meta only charges for messages a business sends.
  • The first 1,000 service messages each month on each business phone number.
  • Free entry point windows. When someone messages you from a Click-to-WhatsApp ad on Meta's Android or iOS app and you reply inside the customer service window, your reply opens a window of up to 7 days in which marketing, utility, authentication and service messages are free.
  • The WhatsApp Business app. Replying by hand from the free phone app costs nothing. The charges apply to the API that automation, shared inboxes and AI need.

Volume tiers for utility and authentication

Meta lowers utility and authentication rates as monthly volume grows, separately for each market. The lower rate applies only to the messages inside each tier, counts reset every month, and Meta adds up messages across all the WhatsApp Business accounts in your business portfolio.

Utility message volume tiers for the US and Canada
Utility messages a month, US and CanadaRate per message
1 to 80,000$0.0034
80,001 to 750,000$0.0032
750,001 to 2,250,000$0.0031
2,250,001 to 3,000,000$0.0029
3,000,001 to 6,000,000$0.0027
Over 6,000,000$0.0026

Only charged messages count toward a tier, so messages in a free entry point window don't. The calculator applies each market's tiers for you.

How to keep your WhatsApp bill down

  • Answer while the window is open. A reply to someone who just wrote in is a service message, and the first 1,000 a month are free. The same answer sent tomorrow needs a utility or marketing template.
  • Reply at any hour. An AI that answers in seconds, like a WhatsApp chatbot for business, keeps conversations inside the window instead of leaving them for a template in the morning.
  • Send marketing to people who asked. A broadcast to a segment of interested contacts costs a fraction of one to your whole list. Risolva builds those segments from what people said in their chats.
  • Get template categories right. Meta checks each template's category and charges promotions as marketing whatever you submitted them as, so keep offers out of order updates.

What a WhatsApp chatbot costs on Risolva

You get two separate bills. Risolva charges per seat, and the AI is included in that price, with no per-reply or usage fee. Meta charges for delivering WhatsApp messages, whoever wrote them, and bills your WhatsApp Business account directly.

Your Risolva plan, billed by Risolva
Growth, 2 seats at $79.00$158.00

1,000 promotional messages at $0.025$25.00
Meta's charges for the month$33.50
Total for the month$191.50

An example US business. Meta charges the same for a reply whether the AI or a teammate wrote it: it's the price of delivering a WhatsApp message, not a charge for the AI. Broadcasts also use Risolva broadcast credits, one per message sent. See Risolva pricing for plans.
